The Meeting of the Tripartite Commission
On 24 September 2016 the regular meeting of the Republican tripartite commission was held which was chaired by the Acting Minister of Labour and Social Affairs A. Asatryan. The meeting was attended by the representatives of the Confederation of Trade Unions of Armenia, members of the tripartite commission: Deputy Chairman of the CTUA B.Kharatyan, chairmen of republican branch unions A. Asatryan, Sh.Mkrtchyan S. Arakelyan G. Armaganova. The head of the department of CTUA staff K.Madoyan was also present at the meeting.
The following issues were on the agenda:
1. The draft program of the employment regulation in 2017.
2. Development of a new program "Decent Work".
3. Other issues.
Head of the Department of Labor and Employment of the Ministry of Labour and Social Affairs of RA T.Avetisyan presented the draft state program of employment regulation in 2017.
State program aims at creating conditions for a stable and effective employment for the population, the weakening of the labor market tightness, so that with the help of effective employment programs to provide a stable job for disabled and young people as well.
Around this issue a discussion was held in which their views expressed the deputy chairman of the Republican Union of Employers of RA S. Barseghyan and the chairman of Aragatsotn territorial union of employers of Armenia P. Gabrielyan.
B. Kharatyan noted that the project has already received a positive assessment in the National Reconciliation Committee, however, there are some disturbing facts, such as the increase in unemployment, which in comparison with other countries is twice higher. Therefore B.Kharatyan proposed to create new approaches and to adopt more perspective projects.
The Chairman of the Republican branch union of trade union organizations of workers of light industry of RA S.Arakelyan reported that at a job fair organized by the State Employment Agency and the regional employment center of Gyumri with the assistance of the branch union 350 unemployed people were registered for further employment in CJSC "Sasatex" and "Lentex".
Following the discussion the draft program on employment regulation for 2017 was approved at the meeting.
On the second item on the agenda the chief of the department for international cooperation and programs development of the Ministry of Labour and Social Affairs A.Martirosyan presented the organizational issues in the development of a new program "Decent work", referring to the fact that Armenian delegation represented by the Minister of Labour and Social Affairs A. Asatryan, the Chairman of the Republican Union of Employers of Armenia G.Makaryan and Deputy chairman of the Confederation of Trade Unions of Armenia B.Kharatyan in May 2016 at the annual Conference of the International Labour Organization in Geneva reached an agreement with the ILO General Director Guy Ryder in order to start the implementation of the "Decent Work" program.
During the discussion it was decided to establish a working group to develop a new program "Decent work" with the further representation of the draft program to the social partners.
The member of the Tripartite Commission, the chairman of the Republican branch union of professional organizations of the workers of state enterprises, municipally authorities and public service of Armenia A.Asatryan spoke about the issue of the exclusion of recreational component from the social packet for civil workers in 2017-2019. , which has caused great public concern, as well as about the letter addressed to the Prime Minister of the country on behalf of the Republican Union which expressed concern about this government's decision. The Acting Minister of Labour and Social Affairs A.Asatryan said on this issue that only after the state budget has been approved the procedure of the social packet use will be presented.
After the meeting the chairman of the Republican branch union of professional organizations of the workers of state enterprises, municipally authorities and public service of Armenia A.Asatryan invited all those present to the event dedicated to the 85th anniversary of the branch union, which will be held on 7 October 2016.
